| Mr. Zhang Zhigang: Insisting on Scientific Outlook on Development, Promoting a Healthy and Rapid Development of Service Industry |

MOFCOM working conference of service industry was held in Beijing on August 2, it was the first session on development study of service industry since the establishment of the Ministry, aiming at implementing the spirit of national circulation working conference. Zhang Zhigang, Vice Minister of Commerce, said at the Conference that the Ministry would attach importance to market exploitation and expansion of consumption, would actively promote standardization, industrialization and modernization, would be earnest to promote brand strategy in service industry and would push forward the rapid development of the industry.
Mr. Zhang Zhigang said that since reform and open-up, service industry of China made a great progress in the following aspects: the contribution to industrial scale, degree of open-up and the growth of national economy, improvement of living standard and life quality, and providing of jobs. Of which service industry concerning production and living under the administration of MOFCOM developed with the highest speed. Statistics in 2004 indicated that total imports and exports amounted to US$1.15 trillion, up by 35.7%, Total Retail Sales of Consumer Goods were RMB5.4 trillion, up by 13.3%. Retail sales in catering industry reached RMB748.6 billion, providing more than 2000 employment opportunities, business income of lodging were RMB270 billion, providing 5.4 million jobs, and in other areas, status was improved.
Mr. Zhang Zhigang said that to guide and promote the development of service industry has always been the important mission of the Ministry, and a series of works have launched since the establishment of the Ministry.
Zhang Zhigang put forward the development target at present and in the future. He said that under the current new situation, the Ministry of Commerce would insist on Deng Xiao Ping Theory and Three Represents and Scientific Outlook on Development, endeavored to realize RMB 2 trillion retail sales in catering and RMB500 billion in lodging in 2010 with annual increase rates of 17% and 10% respectively.
Mr. Zhang Zhigang hoped that relative departments of the Ministry and administrative departments of commerce in local areas should practically enhance the work of commercial service industry from 7 aspects:
1, enhance the construction of legal system, set up and perfect system of standardization;
2, reinforce the rectification of market economic order, optimize environment of industrial development, including rectifying frauds in commercial service industry from beauty and hair;
3, endeavor to improve the quality of high technology, actively promote modern circulation mode;
4, expedite the reform of enterprises, implementation of brand strategy;
5, support the development of service industry on basic life guarantee, strengthen service of Agriculture, Farmer and Countryside;
6, enhance open-up, expand service trade and positively guide commercial service industry to “Go Out”;
7, pay attention to the work of saving energy in the industry.
Besides, he also asked the administrative departments of commerce in local areas to establish and perfect the administration system of commercial service industry, to enhance communication and cooperation with relative departments of the State Council, to set up cooperation mechanism and push forward the healthy and rapid development of service industry.
